Dr. Kathleen Ross, former CMA and Doctors of BC President, and currently Chair of Focus on Family Medicine Task Force, Canadian Medical Forum, and Co-Chair of Pathways Patient Referral Association, will be presenting on the following topic:
- The Paradox and Pitfalls of Bill S-5 (Connected Care for Canadians Act):
Dr. Kathleen Ross will explore the impact of Bill S-5 on interoperability and the future of EMRs in British Columbia. While the legislation aims to improve patient care by enabling seamless data sharing and preventing data blocking, it presents a key paradox: policies designed to open access may instead favour larger vendors who can absorb the ongoing costs of compliance. For OSCAR and other community-based EMRs, this raises concerns about sustainability, innovation, and market consolidation. Together we will examine both the promise and risks of Bill S-5, emphasizing the need for implementation that supports a diverse and resilient digital health ecosystem.
This session will provide an up-to-date and practical lens on what this could mean for all healthcare and clinical workflows, system choice, and the future digital health workforce.
Participants will also hear from Dr. Tommy Gerschman, Doctors of BC, regarding the status of eReferrals in BC.
